If someone's just trying to recoup the costs it doesn't seem that bad at first, but what about the person trying to recoup costs after them and even after that person? Person one pays 3m for a plot, asks person two for 3m to relinquish the plot. Person two now pays 6m total for the plot. When they go to sell, is trying to recoup what they had to pay too much? What about the 9m recoup cost of the next person? We need to have a housing interview with back and forth questioning, these one-off answers every few months don't work.
