Oh I don't have the Brute Leeches, but I have the Goblin Jig which can also get the Illuminati Perch. I have gotten them before.
Though what are the requirement stats to get this Fish? I feel like I always lose a fish sometimes and I wish higher stats equals easier time catching and going over the limit means a 100% catch rate instead of a stat cap.

I've not had too much trouble catching them even as low as 475 gathering, 411 perception. I'll lose one every now and then, and it's rare that an NQ will have sufficient collectability to turn in for blue scrips, but the HQ always have enough.
