oh i though this Carbonweave items are used to upgrade it to ilvl 190 because there are listed in the crafting list but not in the gear list

There's an error in the notes.
On JP its clear they're 2 different sets
i170 is Carbonweave using Carbon Fiber from Blue Scrips and Diadem
i190 is Ironworks using new mats and Moogle Item

just read up the german notes and you are right there seems to be a bug in the english notes.
there will be 2 sets of crafted gear
one is make from diadem items which is ilvl 170 the other is ilvl 190 which is also crafted

Based on the recent purchases I've done when stocking up on mats in preparation for patch 3.3. Excluding Luminous Fiber costs, a full BIS crafting gear set will cost less than 3M (about the price of what relic items were). Unless Fibers are ridiculously expensive (will probably be for 1/2 weeks) the new crafting set will be easier/quicker to get than 1 relic. Seems stupid but is what it is I guess.

Bearing in mind Eikon stuff can now be crafted in-house, should push that price down even further. Depending on availability of the items for Luminous Fiber (suspect Glass Fibers will be the limiter) it could be very cheap to make. If you've got people in your FC who aren't crafting, power-level them through to 52, make them some gear and get them doing the Moogle Dailies to get whatever the rare item is.

If the Glass Fibers, of which 3 are needed per Luminous Fiber, end up being similar to the Ehcatl Sealants, then expect them to be expensive for way longer than 1/2 weeks.

Ehcatl Sealants were bought with 8 Oaknots, rewarded from the last two tiers of Ixali dailies (rank 5/6), at 9 oaknots per day. Recipes required 3 (gear) or 6 (offhands) Sealants each.
While it's likely that the Moogle currency will be awarded from the first tier of dailies, it's possible that the Glass Fibers won't show up on the quartermaster until rank 5/6.
It's also noteworthy that the Ixali dailies were more accessible than the moogle ones, starting at crafting lvl 1 instead of 50.

I'm pretty sure it was 6 oaknots/day for sealants when they were first introduced, but Ixali quests (and oaknots) were introduced a couple months before sealants, so several people were getting 6/day on day 1.

At the same time every other mat used in the crafts will be/should be extremely cheap as it gives everyone days/weeks to prep those so a short term shortage of those mats will most likely not happen.

I think my first order of business will be to make myself the i170 shared set and meld that using the free material, since I was extremely late in finishing up leveling all my crafters to 60. Just sucks they require Diadem mats, because no one does Diadem.

From what I remember, weren't grade V crafting materia meant to be easier to get? Can't seem to find anything about it in patch notes.

Expect them from moogle rank-up quests, and possibly as rewards from MSQ or side quests (I think they gave out a variety of IV during the CT side quests back in the day).

That, and we have dirt cheap 170 gear that we can craft now.

To confirm what StouterTaru just said: Duty Commenced last week stated that Grade V Materia would be available from Rank-Up Moogle Quests.
Imagine it maybe in Room 7 of Aquapolis too.
