This looks like a huge reset button on high end crafting, maybe even bigger than the one for 3.0. The only part of noobs being able to break into top tier crafting so easily that bugs me is that they will constantly bug me with questions. I'm all for weaker gating on entry level for top content.
Actually given how comparatively easy they've made the i180 (Now Blue Scrip) Gear to get, I'd be inclined to say that yes, it's fairly likely to be the case. As for obsolescence, if you've already got it melded then it's worth something, but the i170 is obsolete by virtue of the introduction of i190-195 Crafted and i200 Red Scrip Gear.

I wouldn't leave out the possibility of Luminous Fiber not being a specialist recipe, considering the way they added Camphor in 3.2.
Camphor is an ALC recipe that's used by ARM/WVR/LTW to craft i220 DoW/M armor (37 recipes in total), yet it has never been a specialist recipe.
I\\'m gonna guess the new mats for luminous fiber is going to come from the folklore tomes that didn\\'t get a third gather added to them yet, and the light aethersand is a moogle item.
Light-kissed Aethersand is almost certainly going to be Aetherial Reduction, Glass Fibers for the Luminous Fiber will be the Moogle item.

the new crafted gear will be ilvl 170 which can be upgrade to ilvl 190 but i could´t find any information about how to upgrade this.
anyone any idea about?

On JP its clear they're 2 different sets
i170 is Carbonweave using Carbon Fiber from Blue Scrips and Diadem
i190 is Ironworks using new mats and Moogle Item
