We should have two ways of obtaining it.

1. A faster but difficult way involving trials that are extreme level and not in DF and make you go to each location to queue up like the old Chimera/Hydra days.
2. A grind fest involving RNG and lots of items to finish.

So people without static groups get shafted while exclusive cliques get their upgrades faster. That concept was garbage in XI and appears no better here.
