That's a bit of a stretch mainly due to you always winning something back, even if you get less than what you paid for (the only time you get nada is if you forget to claim your winnings). If you could place a bet and risk losing it all, that'd be more like gambling there.




It's not a stretch at all, especially in the case of mini cacpot. Except there is and they took out the majority of the casino elements originally intended just so China could have it. They may not have jumbo cactpot but they have everything else.
ETA Australia has limitations on digital gambling too so if they ever make the GS more casino-y, then they will risk cutting off Aussies.

The biggest reason most other countries limit or censor gambling is because they realize that gambling addiction is a real thing.
