It's crazy that people are trying to defend the weekly cap system here as though it serves any purpose at all other than to keep active player numbers up. Weekly tome caps literally serve as this game's life support system because there aren't any meaningful long term goals to be accomplished in the game and if they weren't there a good chunk of the playerbase would sign back up on patch day, play the new dungeons/raid/quests, get all the new tome gear in a week or two, find that they have nothing to do except collect glamour items, and quit until the next patch.
I like this game but all I'm saying is let's not pretend that the weekly tome cap is anything other than a carrot and stick setup to keep as many players subscribed as possible at any given time.
The same could be said of horizontal progression, or low drop rates. Except people could just do the dungeons once and unsub anyway because the gear is going to be far, far easier to attain in a later patch - and uncapped to boot. After all, most of the new dungeons and raids don't even require the most recent tome gear, the last one suffices. So unless for some reason you assume that the gear is not going to become easier to attain, there's no reason not to show the same behaviour you described anyway.
well, considering people whined about the different atma stages, and anything with low drop rates just as much as people whine about tomes and weekly lockouts, i dont think it really matters in the end.
Personally, I don't care either way. I'd rather not have .5% drop rates for gear, but if the devs decided that would bring in more subs, i'd be okay with it. I've never complained about the relic steps :P

Tomes wouldn't be so bad if there were more ways than just expert roulette. Lately anytime someone in FC asks if people want to run an expert, the reply is just a bunch of groans. Expert roulette just isn't fun anymore. PvP could be an option, but queue times are terrible. Extreme trials, but groups are very hit or miss. 45 alexander normal runs...no thanks.

Those are all the places you can obtain lore off the top of my head so I'm sure I probably missed some. Not quite sure why people choose to only do DREX to obtain lore. DREX might be the most efficient way of obtaining it, but it is not the only method.

What makes the tome system even worse than it already is, is that there is only 2 dungeons for expert roulette.... whoever said that was Ok shouldn't be in charge, period.
