It seems kind of analogous to offering directx 11 support for PC (which got added to FFXIV a while back, I think when the HW expansion came out or around then). Not every PC can support it, but many can. Not every PC player cares about it, but some do. It doesn't change the content of the game, but might make the graphics run a bit better for those who use it.

Similarly, the Neo won't change the content on consoles, and not all console users will have it (or care about it) but some will get it and appreciate the improved resolution.

The biggest difference is that the Neo will be new whereas directx 11 had been around quite a while. (But then again, it's quite likely that FFXIV won't directly support 4.5 until after it too has been around a while. It's not like every PS4 game is going to have a 4.5 version. It's possible for developers to optimize their software for the new platform, and give out a 4.5 specific version, but not required. The Neo will still play 4.0 games, as it still is essentially a PS4.)
