Parry: How would you improve it?

I ran a test and took ss of chat, and counted it up, I will post ss as soon as i can figure this out. (its 33 ss, so I need to figure out how to make this an album)
Results were: Eating hq peperoncino brought me to 1045 parry. 219 parries out of 623 hits, which is about 35.15% Not as high as I thought with 40.

Aren't 6th Legion Vanguards level 59? From what I remember in 2.x, you had a higher parry/block/dodge chance against things a lower level than you. No idea if that's what it's like in Heavensward, I haven't cared enough to check.
