Haurchefant was involved in making sure the supplies made it to Revenant's Toll, and I'm sure he did so gladly, but it's not the same as the other things on the list.
I may be wrong since I don't remember the specifics of each scene, but I believe it was Haurchefant/ House Fortemps who took the initiative in sending supplies to RT. Then when the heretics waylaid the caravans and Ishgard starting calling for restrictions on the sending of aid to Mor Dhona, Aymeric stepped in to assure they would continue in exchange for our surveillance of Middy.
