It only affects healing magic. To my knowledge, it has no affect on abilities, which includes all forms of self healing, tetra, lustrate and essential dignity.

Which kind of leaves the quesiton on what they wanted to address with the change. It takes away from the weakness of specific healers, but more important, something that a ninja had over their peers.
