HP recovery reductions are meant to be used in the same place PVP materias are.
Yes that's the joke lol. Just like PVP materias, HP recovery reductions were deemed to be mistakes by SE and should not even exist. So just like PVP materias HP recovery reductions are meant to be used nowhere now.

Huh? Where are you guys getting that they dont work? Unless Im wrong they do what they say they do and reduce healing "magic" by 20% Even if its just heals cast by healers, that's hardly useless. But if Im wrong about that please let me know so I can stop wasting gcd's on miasma 2.
In pve I think it did make garuda die a little faster, cant really confirm that tho. Like most forms of CC it got pushed into irrelevency later on in ARR and HW.

The effect right now applies but it will be patched and removed. NIN and WAR will not be able to apply the healing down anymore. Arcanist still will be able to do that. How about we get rid of enliven, roll Thrill of War into Thrill of Battle (for pvp), and give Wars a PVP HP reduction skill?
