Actually it's not an OR. It's an AND. It will remove a current one and block the next one.No, precast as in, cast it before the status effect comes up, instead of waiting for the effect to pop and casting it.
It's better to precast and have the effect never hit then "timing" it to hit as the effect starts (since WP blocks the next status ailment OR cures one status ailment).
This is kinda the thing though. A lot of the bards you will meet in DF aren't mains or they are just taking it easy.

Also, still, every time i see a bad brd in DF I just want to cry.... luckily i get around it by doing brd myself in DF. Rarely run into others in 4mans.

I'll have to double check when I get home from work (unless someone wants to check on their own before then) but I'm reasonably certain that the last major patch changed it to only remove detrimental effects, not put a buff up as well that had the same functionality as before.
I use it for the concussion from Toy Hammer from the first boss in Antitower and watch the buff and debuff status of the tank to make sure it hit and I've not seen it add a buff.

As ruskie said, it does both - removes a current detrimental effect and adds the shield for 30s that automatically removes the next one. That's actually silly good, in my opinion. I like it, but it's silly good.

Used it in VA a few times after the changes - removed the thunder in VA first boss and then it had just enough duration to prevent the next one.
You could even handle throttle in a3s with it now if done properly - esuna the first one on you and if RNG marks you again it also deals with the second one.
