You may think this but the direct quote from patch notes is:
you incur enmity by actively taking action against a mob. When you stop taking action you stop incurring enmity.Players will not automatically recover HP and MP when incurring enmity.
You don't gain more enmity by doing nothing.
This means if you're not incurring enmity, but your PT is in battle, you'll still recover.HP and MP will automatically recover only while the player is stationary, regardless of whether or not he/she is engaged in battle. The amount of HP and MP recovered will increase based on the amount of time a player remains stationary.
This is so players can't stay in passive and cure and still get increased recovery ticksThe recovery amount will reset under the following conditions:
The player is attacked
The player moves or performs an action

The question would seem to be what is the definition of "incurring enmity"?
Does it mean:
a) You're "incurring enmity" if you do something to increase the hate directed towards your character?
or
b) You're "incurring enmity" as long as your character is on any mob's hate list whatsoever?
or
c) You're "incurring enmity" only when a mob is attacking your character and not before or after?

Incurring is the key word here.Players will not automatically recover HP and MP when incurring enmity.
What does Incurring mean?

1. To acquire or come into (something usually undesirable); sustain
so does the patch notes say:
a) Players will not automatically recover HP and MP that acquire enmity.
or
b) Players will not automatically recover HP and MP when acquiring enmity.
so you must be doing something that creates enmity, not have done something to create hate.
Now if SE translators used the word: Incurring incorrectly then they need to change the patch notes, to reflect the true situation.
Until then:
If you are not actively creating enmity while in passive mode (casting) you will start to recover.
