They could just do away with interrupts in general, and give current silence abilties a functionality that prevents spell casting and locks them out of said spell for a period of time (similar to pacification). I do agree silence abilities on range phys dps need a rescaling; a 5sec, 3, 1 would work. That would give the two classes more dynamics, I find on mch that I use suppressive fire more unless my burst is ready/the silence prevents a heal on the burst target.
