They don't. The OP is wrong about that; however, the healer does not necessarily have to use swift/surecast or lightspeed to avoid a tank, either. The Op is correct that keeping the healer from casting with standard attack actions is impossible. So complaining to the Tank when they move off of the healer is an ignorant complaint to throw in a Tank's face.

A lot of people seem to think that, as long as the Tank is maintaining their attack on the healer they can lock down all their casts. That's not how it works. Firstly, not all standard actions interrupt cast bars. The attack has to reach a certain dmg threshold to cause an interrupt. That threshold is effected by the target's hp and overall defense (hence why healers in Tank accessories have an easier time with it). War's have the easiest time meeting that threshold, because they have the highest dps out of the three tanks, but even they cannot Fell Cleave non-stop. Anything that is not a Crit or at the 2nd -3rd tier of the Tank combo is highly unlikely to interrupt the cast bar. Dps have much better odds of keeping up interrupts than a solo-tank, and the best combo for locking down a healer's casts is actually War + Nin.

Further, Caster spell speeds often (as in almost always) exceed the Tank's skill speeds. Some of their longer casts are no problem to interrupt, but their short burst heals are a different story. They can, and often are, easily squeezed between tank attacks, making it impossible to actually stop them from going off. Not to mention oGCD's, which cannot be stopped regardless of the Healer's timing.

The OP might have gotten a detail wrong, but their point is sound. Anyone who complains about Tanks who do not stay on the enemy healer 100% of the time (especially without Dps support) is being foolish, especially because their basically asking the tank to reduce their overall party utility in favour of wasting their time.
