It would make sense for him to join the Masks, he's infiltrated the Braves before, he can do so again here. Even if the rest of the members don't know how he looks, Papalymo and Yda will know.
The scene probably took place in Thanalan, although I don't think Wilred's crew is part of it. If anything, Ala Mhigho resistance seems to be comprised of many different groups/ cells.
Still, I do wonder why Yda and Papalymo are still helping them. Perhaps gratitude for saving them? They don't seem like they're forced into it, seems like Yda is the one that wants to stay. They should've heard the news about Ishgard and what the WoL did, at least
On a side note, I actually liked Wilred, he was the only member of the Braves that I actually remember when I was out recruiting them. But yeah, he's dead-dead as far as I know. Hoary Boulder was livid when seeing Wilred's body, how he was "tied up and butchered like an animal" The only way he'll be back is via Ascien or Voidsent possession, or like be a ghost like Edda
