Grand Company issue chocobo is not a basic chocobo.
Then, why "Final Fantasy" XIV has no basic chocobo that I can have on my own?

I don't work for them. They did say they are looking into chocobo breeding though.

In the end it could simply be that they want personal chocobos to be something only available to players ranking a battle class at least to 25. Behind all the lore that could be a primary reason. It certainly wouldn't be a bad one either.

The more areas of the game you participate in, the more content you gain access to. When it comes to battle classes, the idea may simply just be "all players are expected to rank battle classes." Given that non-battle classes are considered support classes that are secondary to battle classes, it is a valid idea.

SE is not excluding you from their personal GC issue chocobos. You are excluding yourself from them by not ranking up a battle class.

But they give us our own free will to pick up any class we want in game. And when I level up my fishing, i don't feel the need to level up my battle class. I can do my main story quest all the way to the end. Why all of the sudden just don't give me my chocobo?

Seems to me that they are working on a few different chocobo types... but SE will have to confirm this.

    1) Rental Chocobos: Anyone can use Rank 10+ (no restrictions on what class) but they have a time limit. In FFXI the time limit was pretty long... you could pretty much ride from Sandy all the way over to Windy if you didn't mess around and stop or take unnecessarily long routes that were out of the way. So I'm pretty sure its not gonna be "oh look 2 minutes, now we are gonna kick you."

    2) Personal Chocobo's though the Grand Company, have to be R25 DoM/DoW to get them and be in a Grand Company. These will be able to be trained for battle and be able to fight, have armor etc.

    3) They said they are going to being back Chocobo Breeding. (Now this is all theory on my part since they haven't said anything about the Chocobo's from this) I would hope that anyone can raise their own chocobo, no matter their class... there might be a rank limit to it, maybe 10+ like the rental chocobos. They might be able to be taught to fight, or maybe it would depend on that stats that you raised the chocobo with. They might be able to be used as a basic personal chocobo with no battle capabilities. Or maybe bred for speed, or maybe bred for battle etc...

We just don't have all the info, so at this time we don't know whats going to end up happening over all with Chocobos as the game continues to expand. Remember at the moment they are trying to restructure and put the basic into the game so they can get it to a stable point and bring out the PS3 version.

Also remember this is a new producer and hes changing the vision of the game that the original guy had... unfortunately it will happen and things won't always turn out the way that we thought they would.
