In my opinion:
Tanks should have gotten Titan.
DPS casters should have gotten Ramuh.
Mnk getting Ifrit, fine.
Dragoon should have gotten Leviathan.
Nin/Brd/Mch should have gotten Garuda.
Whm should have gotten Bismarck.
AST and SCH I'm not sure. Shiva is alright I guess.
Of course I'm open to alternatives, but you'll never convince tanks should have gotten anything but Titan!
Probably going off only 2.0 story primals and not counting Moggle Mog (He didn't get a pony either so makes sense we wouldn't get armor, though I could see it eventually).
Again as it goes, we have four right now, and counting just story primals overall we have 5 more primals for another tombstone set, 4 if we don't count Moggle Mog (Titan, Ramuh, Ravana, Bismark.)
And thats before getting into non-story primals. Odin and Bahamut may be out of the running due to actual gear associated with them already out there, but we still have Phoenix, the Warring Triad, and KotR (if they don't consider the last too similar to Alexander's "holy" style armor.) Hell, KotR pretty could just be used itself!

That's my idea, Tank sharing titan/sephirot is mostly due to limitation with how many primals or elder primals we've encountered so far.
Valefor probably won't be a summon since it already appeared in the World of Darkness. Bahamut also probably won't be getting Tombstone armor since the Final Coil pretty much is Bahamut armor. Same with Alexander.Tank : Titan/Sephirot

new lore sets besides the dragoon and caster ones look absolutely hideous.
Wait... DRG is Garuda? I thought it was Bismark?
It all boils down to personal preference, moreover some sets look better in different races/genders. My point is that most of the new lore sets feel cheap, mediocre, underdeveloped and make no sense. For example why does the tank set look the same as the monk's set? I couldn't find any difference between them besides the chest piece being a bit more light on the monk. Why does the bard levi set have those red boots looking out of place. Why do the lore weapons have no animation except for the monk weapon(which is a reskin of monk's ifrit weapon with a cooler glow)?
I expect endgame gear to look endgame with all the bells and whistles, not thinking about how to glamour it before i even get it.
