Not if it is limited to use for like 10 sec after death and give further disadvantages like no actions, no movement, no use of skills for 5-10 sec after selfres and an no LB for like 30 sec.

what's the point in getting reraised if you have a penalty right after getting up? 5-10 secs are like "hours" in those situations healers actually could die nowadays... reraise under those conditions would be pretty useless in the end - but yeah indeed without penalty it's way to powerful... so no for me - reraise = bad idea :3
