Don't count your chickens just yet, with the added XP bonus to Crystal Towers, if It gives XP on par with say The Vault or Library, you can be looking at a lot of people going back to level, as it will be the fastest method to level or perhaps the XP scales on level, so you will be able to experience these raids. Just, not with the solution you were thinking of.

Lv 50 dungeons give xp. Totally crap xp not worth running at all, and it never helped the queues there. Don't expect CT to give good xp.

It's just speculation at the moment, and Crystal Tower is much different than the lv 50 dungeons. The reason why the lv 50 dungeons were given XP is to bring it up to the levelling roulette when you entered those dungeons for High Level roulette. Crystal Tower has no roulette attached to it, so the XP from Crystal Tower will have to be made greater in order to make it worthwhile, otherwise it's another case of SE completely dropping the ball when there are plenty of good ideas to incentivise people into Crystal Tower.
