Relic nerf

Took them ages to nerf the ARR relic. I dont see it happening any time in 3.2. Might happen in 3.3 if you're lucky.

Just to be clear what did they nerf in the previous ARR relic weapon? I remember they upped the Atma drops but that's all I remember..
