Sorry I should have mentioned I was looking more towards bosses like Oppressor (just started going through A1S) where you have a good chunk of time to burn and shift targets and whether it was better to use skills as they come or save them for bursts. What I do is use ogcds as they come back up, but when I see B4B about a quarter of the way back up I start saving them to use with IR.
