More like tells from Spam. Not really shouts.

Also, it registers only from multiple people reporting the same user/words. So more like bots who mass-tell.

Why even put a money component in this? That's an exploit waiting to happen.

Now custom word filters would be wonderful. Spammers come up with new ways of expressing their sales faster than the devs bother keeping up, but I could easily have blocked every spam I received today by filtering "heart symbols", ".com", "handwork", and "best price".
