

I don't know what PS4 you seen struggling in 24 man raids but mine runs as smooth as anything. Even in S Ranks hunt I've never seen it struggle.The PS4's CPU really isn't a limiting factor of FFXIV's UI, it's the amount of ram available on the PS3. As for connecting to the PS4's OS, I have no idea what you mean as I haven't seen a game do that other than the already integrated features. What you could expect is more stable performance, but barely so. The PS4 struggles to maintain a high FPS in crowded zones or 24 man raids, they're not about to make it struggle more.
It's been said many times, but the PS4 doesn't utilize DX11 nor could it as it's a Microsoft "product". The PS4 has its own low-level API which is more efficient than DX11.
From 60 FPS in a quiet zone to 30 FPS in a middle of a raid is struggling to maintain it's intended experience, but I'd guess if you were a primarily PS4 player 20-30 FPS is more than good enough. The constant FPS drops is the reason I dropped the platform harder than I'd drop a rock (well, I kept it for Bloodborne but even that suffers from severe issues, both loading and frame rate but it's the only choice for that game :l ).
Explained in the other posts, we have different standards. Regardless, any visual improvements will make the performance worse. If it's a question of performance over a small visual upgrade, then performance is the best option unless you want an FFXV on XONE situation.

One would hope so since I've seen more lag on my laptop running the game than I do even on my PS3. My PS4 doesn't lag at all, but if it did, I would consider one of two alternate resolutions, get an SSD or boot into safe mode and let it rebuild the database - which is mean to to include a HDD defragmentation process - for a Windows context think of a Registry defrag & cleanup along with a file system defrag and clean up.
Just for goodness sake do not select either of the initialize PS4 options since they will delete your data and games and no one wants that, do they?
