This seems like a perfect use for Tempered Will, especially for OT/DPSadin. Add a Surecast effect if you really wanted to be using it for MT PLD, I guess, but just adding a toggle that unlocks Raise while Tempered Will is up would be fine for an "oh lord, we're losing" backup plan.

Sure, not having Swiftcast sucks, but a delayed raise is better than no raise at all.
