There's a pretty substantial different between "not feasible" and "poorly executed/incompetent".
..are not the problem here. The PS3 doesn't care if there are 2 housing districts or 2 million. It's only loading one zone at a time into the PS3's memory, not all of them, so the number is irrelevant. It's why you don't have to upgrade your PS3 every time they add a new dungeon or other adventuring zone to the game.
