If you want to assume that weapons not having accuracy is an indication of future design for content then that's your own prerogative. Since they did specifically state they aren't going to make weapons with accuracy anymore, for a reason totally unrelated to accuracy requirements no less, then, until proven otherwise, I think it's safe to say they are just "holding up" their end of the deal.
