It absolutely was. Players throughout the game literally reveled in the change. Those who disliked the change were few and far between, even amongst the vocal minority that is the official forums for the game, and even those few eventually conceded to the fact that it was a good change. Nowadays, people dissatisfied with that change are extremely rare.

Accuracy is the very antithesis of a fun stat. You either have too little Accuracy or too much Accuracy, and it's not a fun feeling to be suffering from either case. It also becomes a choke point in changing out and upgrading gear. "If I upgrade, will I go below the accuracy cap? Damn. I will..." "Hm, I'm at the accuracy cap already and this next piece has accuracy where as my current piece doesn't, so it's actually a downgrade. What a let down."

It's also the only stat to require X amount, and where more is not only not always better, but also very often worse than less.
