    Because, like people have been saying, it's not Fenrir. The game (which usually tries to justify nonsensical things like flying tadpoles or the gaelicat's backpacks) even mentions that it's not Fenrir (nor that this game's rendition of Fenrir is anything close to the previous incarnations anyway), but a trained hoarhound.

    But it is Fenrir. Whether it's the leader of a wolf pack or not. Fenrir is no ordinary wolf. This game is Fantasy after all. Is FFXIV seriously going to be ruined for you because a reoccurring being in the Final Fantasies is going to be given the capability to fly?

    Actually, the descriptions says that he's simply named after the Legendary Pack Leader. He's named Fenrir, but he's not the Fenrir. Having said that, it's a mystical race of wolves, who says only the top dog can fly?

    The top dog (Fenrir in snowcloak) doesn't fly either. It can manipulate storms and icicle, but not fly. It can jump good though.

    It's not anything even remotely close to Fenrir in XI. The entry in the mount log reads, "Following the rise of Ishgard, hoarhounds all but disappeared from the Coerthas highlands. However, the shift in climate caused by the Calamity has seen the legendary beasts descend from their mountain dens once more." It seems like they're basically just big fancy wolves.
