Fenrir mount fly?

Idk why people making it seem like Fenrir should be inable to fly. It could just transverse a cloud of snowdust beneath it, similar to like the shiva mount but with a more solid road. Giving it something like wings would betray it's design so hopefully they don't do that.

I wonder how the Adamantoise is going to fly though, bought the thing a few days ago (love that running animation).
