Im playing on Busy mode since dec 2014 o-o;
But I still get tells from annoying rmts during login loadscreen >->;;
Now they are even selling ilv180 gears they say!! e,e; (rmts with HW to have lv60 crafter/gather classes? >.> )
This isnt gonna change, its been this way since 1.0. SE has been given plenty of ideas and ways to tackle this problem by the community. Years later and its still the same.

Be funny if every player in every server just went on a strike against tells. Everyone keep /busy up till they do something. Spread da word.
All my friends are LS or FC anyway.

Sadly the smaller and less populated your server the more PMs you're going to get. I have characters on Gilgamesh and Balmung and I rarely get Gil /tells because its always full...
It sucks but nothing is going to be done about the RMT, its too big a problem and all of the easy fixes hinder other social aspects of the game ( such as not allowing trial / new players to send tells or friend requests ).
If you honestly want to be rid of it for longer periods of time ( I get one maybe every 3-4 hours on a bad day ), switch to a larger populated server. Terrible advice for people with a community I know... but as it stands that is our only option as of now.
They seem to come and go on Cerberus... do people actually ever buy from them? It just seems like a death wish as I'd assume Square Enix would ban your ass straight away or you'd get hacked again by the gold sellers so they can re-sell the gold you brought from them!

My habit of using /r to reply to whispers have had them intercept replies of questionable content at times.
It's simple. All we need is a decline tells from 1 to X lvl range option. Other games had this and worked fine against goldsellers. Didn't get rid of them, but at least we weren't bothered by them. Yoshida doesn't want to, because he says it's very newbie unfriendly yet here we are, forced to use Busy mode which works the same way, yet it even punishes us because it has more downs than blocking RMT tells.
Then we have another solution. Customizable chat box filter.
On Tonberry and I think I've got maybe 1 PM in the entire time I've been here (over a year now I believe). If you Google "How to completely block RMT without SE having to do anything" and click the first result, there will be a way to get rid of it for the most part. I've never used it myself as I've never had to, but I've heard good things.
