Vote kick needs to be adjusted

This is still easily abused by players I was in a toxic duty finder where the tank attempted to vote kick our healer because they were checking out stats on a gear drop, that attempt failed, then he vote kicked me for accidentally grabbing a mob while he typed a message pretaining to the main story. Neither time was the healer or myself even notified that we were doing something wrong or asked not to move ahead or check gear. Normally I wouldn't even get vocal about it, but since it was for daily leveling and I can't go in with a party to avoid toxic players, I'm basically sitting here with a 30 minute lockout and a player who was toxic gets rewarded.

Ya which is the ridiculous part and why this "vote kick because I feel like it" needs to be fixed, even the Gm I reported this to said that the entire situation was not handled properly. But yet it keeps happening and Duty Finder suffers from it.

Since when does a vote dismiss give a penalty?

And how do you purpose this gets fixed? There is no way to stop "Toxic" players. They can't implement a system that says "Oh this person is rude so we won't consider his kick." It's vote based. If everyone else votes for it then it happens. It is a pretty straight forward system.

The wait time for duty finder is roughly 25 minutes on my server currently for low level, I'm basically waiting out a plenty for being 4 steps in front of my group.

Rather simple since we can only vote kick for cheating, afk, offline and harassment. Each vote kick should be reviewed by a gm, the healer had vote kick placed on them for afk, simply for checking stats out on a drop, I can only guess the tank vote kicked me for harassment because I ran into a mob. Neither of these are forms of afk or harassment.
