AMD CPUs are literally garbage.
Go with a I5 from series 3000.
If you want a GPU go with a 960/970 Nvidia (ASUS/EVGA are the best imo).
6-8GB of ram are perfect, there is no need to get a 2400mhz just normal 1333-1660mhz.

Yeap, i run the i5 with an overclocked EVGA gtx650ti 2gb, 15Gb of ram, and have not dropped below 60fps in instances/savage. Although I do have party effects set to limited but that's not performance related, more of a personal preference.
Raist, in this generation memory can be ignored. DDR4 can be ignored for atleast one or two more years. Till DX12 actually kicks in, it won't give you a actual performance increase over ddr3. So if you have ddr3 ram, it's ram. It does what it's supposed to do, doesn't matter which one you get, they're pretty much the same. (except if you're going to force ddr4 on ddr3 ofcourse)



You wont see a significant difference without changing basically your entire system.
i5/i7 (Haswell or Skylake but Skylake also requires DDR4 Memory, where Haswell still uses DDR3) and then GPU wise you'd be looking at GTX 970 or better.
But all that will get you is probably 15-20 FPS on the low end (Crowded areas) and way over 60 FPS on the high end, which is higher than most Monitor refresh rates and is generally unusable, and at the cost of $1000+ for the whole system.
Your best bang for the buck is going to an Intel CPU i5 or better, to get an increase in those minimum frames so that your game doesn't stutter in populated areas.
You should using Maximum Settings and then check off Occlusion Culling, LOD and LOD Streaming.
Then under Other Settings you can adjust Character and Object Quantity. Go to a highly populated area and start from Minimum and wait till your FPS stabilize. If it's a reasonable level, then adjust it a bit higher, and so on.
