This seems more like an issue with NA datacenters, with the majority of the affected living in NA. There's been no issues here in Japan, at all.
IF the games servers are to blame, then it's the NA Datacenters that has to catch up. But I do think that ISP's are also a factor this this ongoing issue. I would suggest you go to a internet cafe and try play games there, if they are using different ISP's and you don't experience lag, then well... you will get your answer.
I used to live in NZ, where the internet was god awful (data limits, lot's of $$$$$, snail speeds... random disconnections) and I know that Telecom owned majority of the existing broadband lines. Which was then rented out by 3rd party providers. Which resulted into a worse (but slightly cheaper) experience. Something to consider.
Im in Tonberry (JP), some of the players do face some issue.

Looks like not so much problems EU side but I've been getting intermittent lag spikes over the past few days and it's really worrying.

I hadn't had any problems before, but today has been pretty bad. FWIW I'm living in Japan so usually have zero problems.
Cleric stance was horrible to switch in and out of, and managed to waste TWO lustrates on a tank who died anyway because they didn't register in time.
Very laggy today, my other party members were complaining too.
Perhaps unrelated to your same lag issues. But my friends and I popped into 2nd Coil to glamour farm and -immediately- we got lag spikes. None of us were lagging outside of Coil but every time we entered it, we'd start lagging.
The mundra lag is back .. please SE HALP!
Does it all happen to you around 9PM EST? I've been resolving this by using wtffast...but this only happens with FFXIV.

I tried WTFast for the first time last night and the lag disappeared like that. Anyone still on the fence should try WTFast as it's basic function is completely free.
