Isn't the reclamation timer reset only if the person that can reset the timer is actually subscribing? Meaning free login campaigns won't affect the timers?

You'd wish that were the case...
Nope, you just have to log in and touch that house and magically it will bond to you enough to not fall apart for the next 45 days again. It's about entering the house, not about having a sub or not.
BUT. They could actually change it that way. Requirement would be "have an active sub AND enter the house".

Or they could just, you know, add enough housing for everyone so we wouldn't all get up in arms about these housing relinquishing plans at all.

Probably not doable without making personal houses be in their own mini-instances rather than a full zone with plots.

I think a lot of people would be fine with that, especially if you could have other players visit. Wards are nice but I'd happily sacrifice them for the sake of actually having a house after waiting quite a long time.

Personal housing instanced, FC housing public in an open zone the way it is now.
