3 Personally, I'm not sure about this one. If we don't want someone participating in FC chat, then I'd rather see the underlying issue(s) resolved than simply 'mute' them. I used to run a Guild in WoW and we had the option but I discouraged my officers from using it. Problems don't usually go away just because you can't see them.

Promotions - change it so that people with permission to promote can only promote to the rank directly below theirs and no higher. This will allow FC leaders to delegate tasks like moving New Members to Member rank.

mail - allow FC members to send mail to each other, without needing to be on the friends list.

Please SE could we have a FC and Raid Leadership board or something similar here so we can discuss things like this without the thread getting buried under recruitment posts?
