    The thing is, many people find it hard to do content, or find parties, on low-population servers, so even if it is an inconvenience to transfer servers/merge, then it will probably help SE retain players who might otherwise leave due to low population numbers.

    Leaving servers to become ghost towns is probably a greater inconvenience in the long run.

    Once the game is, in SE's opinion, worth charging a subscription fee for, then yes.

    Once the game has been released for the PS3 (and is therefore fully released as originally planned), then yes.

    Right now, the game is unfinished. I don't even think you could call this a beta. It's a unique situation where we are able to play a game that is still in development.
