I seriously hope the devs don't look to deep into this. . .a server merge would do more harm then good right now. However, a limited transfer would and could work wonders on low population worlds (Defining population by active players not total population, I'm sure SE can get those numbers easily).

Or you could have Square Enix provide server transfers that require a payment fee if the community here or their staff feels it would be a "waste of resource" when instead, no one looses or gains anything if people pay for it.

I'm sure in the future this option will be available.

But right now they have more important things to worry about.
