PSA: Make sure you trust your FC leader explicitly before buying a Personal Room.

I mean this in the nicest possible way, but have those affected members tried to get into their room? My FC has a 'joke' rank we (I) use when someone does something monumentally stupid which has 0 permissions (including denying Estate Hall access). However, even though the rank denies you Estate Hall access, if you already have a Private Chamber you can enter and leave the Estate as you please. And again, despite having absolutely 0 permissions on the rank (everything denied) I'm able to move/remove my furniture within my Private Room as I please despite having the rank in question.
