    That's not how DF ques work. If someone uses F or J only you'll never be paired with them if you have only E selected, so you are limiting yourself. But with JDEF you'll not be placed into a dead party with some french guy either because DF will move you to another lobby which is about to be filled. I got all four pvp mounts for all GCs long ago and solo ques never were longer than 15 minutes with all languages and in-progress selected. Quing as a partial party is certainly longer because you can't join in progress.

    No, Makado is right. The fact that the DF does not reliably move you from dead lobbies is exactly the problem. You can get stuck in dead language lobbies. Selecting all languages for PvP DF may reduce your queue times a little bit, but the risk of getting stuck in a dead lobby outweighs any benefits for an overwhelming majority of players. There's been forum posts on this issue since soon after PvP became a thing in FFXIV.

    The DF is very obviously broken in some form or another. Square, being a company, just can't bring themselves to officially admit fault until after they fix it. If they admit fault before they fix it, then: people will be raging for them to hurry up and get it fixed, it would harm their reputation if they take "too long", and players may actually quit over it if it's not fixed soon enough. However, if they only admit fault after it's fixed, people won't care because it's fixed, leading to none of these problems.
