Yeah, because if it comes back itll be the end of the world for those who have the hair. Theyll start boohooing about how it wont be "SPESHUL" anymore while almost every femqote on my server has the hair.

I'm guessing yes because if you didnt youd want it to come back. The majority of the people who dont want it back have it so they dont care about anyone else but themselves.

I lean more to the side of some things should be exclusive and the event happening three times is plenty, but I wouldn't care if it was available through some other method (even the Store, despite my dislike of that route). Snow's stuff is pretty nifty, but I can live without it and it's doubtful I would pay real money for it, same with the FATE; I would do it if it were available, but my level of care is pretty low (more to do with me not liking FF XIII or its characters).

I think most reasonable people would say "Oh there was an event before I joined? Shame I missed it, maybe with luck it will come back instead of crying about it"

I'd rather them add the outfits and hair to the cash shop/another in-game method and spend more time designing unique outfits as well as new events and event items. This is coming from someone who doesn't even have the full set - I was still rather new at the time and ended up with everything but the top. However, I'm the type of person who likes my character to stand out and be unique in her own right, rather than a clone of a previous character or NPC, so I wouldn't have used the top anyway. However I do understand the desire for them and they should be made available - but I'd rather see new content instead of bringing the same fates back for a fourth time.

Least Bards get a similar coat, plus the new sky pirate gear for them looks like Lightning's top.

Why not give us a whole new Lightning event instead of just using the same one again ... New event, same rewards, maybe something new.

I hope it comes back for those that did not get the first 2 times. But.. since SE has started a tradition of putting past event items in the Mog Station, I think its more likely that the outfit + hairstyle will be sold via the Mog Station. I dont know if the weapon will be sold aswell, but if they do.. then this might be the start of special weapon skins via Mog Station only. Your question will be answered the end of November, since FFXIII:LR will be released early Decemeber, so if there is no event or news of the items being sold via Mog Station, then its likely they wont be released.

Either way, it will be obtainable for you, but I hope via ingame and not Mog Station.
