That's like saying "start a separate DF queue for people who only want to ever watch cutscenes" or "start a separate DF queue for people below a certain (arbitrary) skill level". It's unnecessary.
If you're active when your PF on your server is dead and you really, really want to use it, then either log in at a different time or research different servers. My PF on my server is also dead every time I log in; for my gatherer run I'll have to log in a few hours earlier to get people to join, which I plan on doing.

Not to mention this is silly to fight about since 1. Gathering spawns monsters and chests too 2. You can beat almost anything with 6 or 7 people, except for tier V and the NM (which I bet even gatherers will come and help to kill if you let them know) 3. It doesn't matter what you do in DF since it's completely random. Even if the system got together 8 people who didn't even have gatherers unlocked, two or three are going to leave immediately after completing objectives and getting their daily esoteric prize. (Honestly maybe they should just completely remove the esoterics.) Then of course you won't be able to get credit for anything (that matters, like the NM), not enough DPS.
