It is because of western culture people have this "attitude". People are too careless. If they mess up and ruin a whole party, they simply don't care, and most don't even care to improve that or any other way. Japanese players (most, not all) actually care first about their own gameplay, it's embarrasing to them and they take it on a more serious way. Because of this, western people already go in a dungeon/trial with the mentality that the rest of the party most likely won't give a flying kweh if they keep failing and not improving and it's not what they're looking for, so they set certain rules in recruitment. The average Japanese player already cares about their personal improvement, so when they join a party, people already expect a higher quality gameplay from them. So many people in western won't learn even if you teach them for hours, tunnelvision players and ignoring everything else. You can even see on OP's screenshot people completely ignore the recruitment and join his/her party that asked for a certain phase knowledge.
Now I'm not saying they're bad players and shouldn't deserve to play. Everyone does, however you (not you, just in general) shouldn't be complaining that people want to prevent what already has been happeing patch after patch, fight after fight, frustration.

Also, people don't stick in a random PF for too long, you most likely will get stuck in a phase wiping and not clearing the trial. You expect someone who already has progressed in the fight to keep making new parties starting from 0 over and over again waiting for the whole server?

I am actually very curious about this.

When I saw that JP player's comments, I didn't take it to mean that NA players are excluding new players when making farms. I took it to mean there just wasn't enough people willing to make mid-progression/early progression groups. He made a comment specifically about being able to find in PF a group for any phase - but the NA servers tend to have three modes;

Learning - Farming - Clear

Clear is final phase only. Farming is knowing everyhting. Learning is everything else. There's no real tiered segregation to the progression to accomadate multiple people, because the people who should be learning in phase X want to join the Clear even if they've never been in, and the people who want to Clear can't get a clear because they're wiping to mechanics back in Phase X when people try to ninja a clear, until they ultimately try to get into farm groups to get their clear.

Totally agree!! It's not even worth doing DF in US servers with random PUGs. Almost 50% of your run will be full of Trollalas and Trollilis who could not give a rat ass about "playing the game at higher level" and knowing their basic rotation. No one type, no one read, no one said nothing good but "I don't understand, I am confused, it's too many things to read, what is DPS check???" Every dungeon runs are needlessly long, with welfare players who barely able to clear dungeons that should be easily trolled at this stage. Big waste of time to even try to stay in US servers...
