Every crafting job doesn't always get everything. Culinarian was left out of melding. If they make the crafted gear specialist only, that overloads ARM/GSM/LTW/WVR very heavily. It's doubtful that they'll be only furniture. ARM received only left-side combat gear recipes this patch, and I doubt they would introduce Specialist recipes without giving at least one to each DoH. Whether all of the combat gear or only some of it falls under Specialist recipes remains to be seen though.

But they probably *do* want people to have a reason to specialize in each craft and all crafts have access to Specialization as it stands. My suspicion at this point is that one piece out of each crafted gear set will be a Specialized recipe (probably the body) or two pieces (if they also include the legs piece). I'm guessing all of the furniture is also Specialized stuff.
But I highly doubt they'd exclude one craft in the patch where they introduced the special recipes to begin with. It wouldn't be fair to those that specialized in ARM. Melding was a bit of a different case because Culinarian doesn't have any gear types associated with it. It's not as though they couldn't add a furniture item for ARM if they were going to make those the only things that are Specialized.
Yes, they actually look more like 1* recipes to me, too, which makes a certain degree of sense. We might be moving to a structure in which we see more frequent "catch up" sets being given to crafters, perhaps in the odd-numbered patches. Law gear would be kind of silly to upgrade for a fresh 60 now, since those seals can also be used to upgrade Esoterics starting tomorrow, so it's possible they reasoned that another option to get reasonably geared would be necessary to allow for gearing while you wait on Esoterics caps. The recipes for the i185 gear seem interesting as they more resemble materials that you would expect for 1* gear instead. Perhaps they've been designed to be more accessible in terms of required materials than the i180s, although specializations might be required. Aside from serving as viable battle gear, they might also be marketable as glamour pieces.
