Ok, so both the music and the dance are related. a 3/4 style is a style that emphasises short movement and pauses, similar to a waltz where the emphasis is on TWO and therefore the movement of the dance is primarily on the 2nd beat, while standing or turning in place is on 1 and 3. that is the reason they call it a minuet because there are only short periods of small movement. the idea is to be able to move occasionally still but remain in place more often than not. I know it's early in the morning, so it is my fault for assuming linking a big long wiki entry would be safe :P I just had my coffee as well, so I commiserate :3

Essentially a minuet is a slower, more social dance that was generally considered less complicated when it was popular, so anyone could do it and therefore anyone could participate even if they weren't a super great dancer. The idea behind choosing the minuet is that it is filled with stop and go, so you can't just be moving all the time. It lends itself to the 1.5 second cast time and then being able to stutter step if you have to.

The wanderer part likely has a double meaning, both with the bard as a wandering minstrel and also that the particular minuet doesn't have a set pattern as the player will stutter step anywhere they need to go for the encounter.
