I wouldn't be surprised if they add something like EXP+ Potions or something of that nature in the future.
People would argue that getting more exp to level up jobs isn't pay to win since it doesn't help clear end game raids.
It's the same argument people made for extra retainer services. 8 Retainers lets you sell more items on the market board a total of 160 items at once. Not only that but you can also send all 8 retainers out on retainer ventures at once getting venture items faster, Shards, Minions, Leather etc.

In case my point is missed, the cash shop is with 100% items that can in no way give you an advantage over another player. Oh look, you bought the mount. Cool, it's the same speed as every other mount. No advantage. Oh you bought the event clothes. Sweet you can look like that. Did it give you +50 INT? Nupe. Oh look you're a kitty, now an Au Ra, now a Lalafell, all in the same day. Did this make you above everyone else? I don't think so.

In my opinion Extra retainers is pay to win since if you pay more you can get more.
We are hopefully making a step in the right direction in 3.1 with the Tradeable dyes coming. Hopefully these will be obtainable in game. If they end up being Cash only then people will probably try to exploit it like they did with the Wedding Plans.
(Buying them with real cash and selling them in game for outrageous amounts of Gil).
As for the Scion Costumes My thoughts below and warning 3.0 Story Spoilers
I really hope the reason they "killed" off the scions in 2.55 wasn't so they could redesign all of their hairstyles and clothes like they did with Y'shtola just to sell it on the cash shop.
