Well, there's one thing they can do - internally, the nodes are grouped as A, B, C and D. If the first wave contained one node from each group, it would create a less biased (but still random!) opening scenario.
That is not random, that is a fixed rule that eliminates it
It would also make it more biased in the sense that it went from having zero bias whatsoever, to having an even bias spread out over the map

Simple add an extra rule of "Nodes can't spawn at the same spot twice in a row" I've done matches where 1 spot had a spawn about 4 consecutive times.

No to all of this because this implies we want GCs to stick around. Rather they be done away with than encourage people to stick to one.
