is it really every 15 seconds, they said nothing about removing the proc to use this skill. So it could rely on a bit of rng at times to use it, ive went 40+ seconds b4 w/o a proc.

It is a buff, yea, but its not a HUGE buff. Its a minor lil nice dmg boost, nothing more

And i wonder how much this 1 single tp reduction will matter, i hit -100 tp in A1s before the 1st jump, 10 less tp every 3 combo rotations is a bit minimal.
