They do adjust gear for PC differences in body shape (female busts and muscle sliders on Hyur and Roegadyn of both sexes in addition to the vast differences in body shape between the six races), so that's no excuse.

There are NPCs with differing body types (Minfilia is bustier than any other Hyur (Midlander or Highlander), Raubahn is taller and more muscular than other Highlander males, Merlwyb is taller than other female Roegadyn I THINK, etc), but that requires a unique model rather than just using the character creator and adding a unique tweak like they do for most important NPCs. Unique models take time, and giving the gear vendor in Camp Tranquil a unique fat model would pretty much be a waste of time.

There's no reason they can't add a unique slider to NPCs labeled "adipose tissue" and adjust it as necessary, but I'd rather they work on things like new dungeons and raids. More important than getting fat NPCs.
